Job Summary
The HUD Housing Counselor is responsible for coordinating and implementing housing counseling programs that provide information and guidance through group education and individual counseling that supports participants in developing solutions to their housing goals, as renters or future homebuyers. Responsibilities include assessing participant barriers and financial circumstances, developing a budget, reviewing credit history, creating an action plan, advocating on behalf of the participants, and developing relationships with key stakeholders, such as property owners and lenders. The schedule for this position requires some evenings and weekends. A valid driver’s license and reliable transportation is required.
Responsibilities
Counseling
- Provide high quality housing counseling services, adhering to the local and national HUD Housing Counseling Program Standards.
- Orientate participants to ensure understanding of program requirements and completion of application.
- Conduct comprehensive financial assessments to determine barriers to achieving housing goals.
- Develop Action Plans that identify goals and objectives to meet housing goals.
- Provide financial coaching for budgeting, credit building/repair, debt repayment, savings, and general financial management.
- Provide ongoing support as participants progress towards reaching their housing goals, maintain open and regular communication.
- Connect participants to other resources within the organization and community.
Group Education
- Coordinate and facilitate education workshops for financial wellness, renters and/or homebuyers, including managing planning, marketing, and procuring speakers.
- Participate in community outreach activities, including marketing for events, activities, and workshops.
- Maintain registration databases (i.e., collecting information & documentation, and authorizations).
- Responsible for paperwork/e-documents, including certificates and communication with referring partners.
Administrative & Other
- Maintain accurate and complete records and report outcomes.
- Complete data entry for E-Systems (e.g., HomeKeeper, CAP 60) or other client management systems.
- Stay abreast of significant developments and trends in the housing industry.
- Achieve and maintain required certifications for housing counseling within first few months of employment.
- Collaborate, support, and engage with all organization services.
- Serve as organization representative to community organizations.
- Perform other duties as assigned.
Required Qualifications
- Bachelor's degree in a Human Services or related field with 3 years of related experience or an equivalent combination of education and experience to successfully perform the duties of the job.
- Must have demonstrated experience providing case management, including assessment skills, and developing action plans.
- Experience facilitating adult education/training in a group setting.
- Fluent in English; effective verbal and written communication, including public speaking.
- Experience using MS Office programs including Word, Excel, and PowerPoint at a proficient level, and with data management software programs or databases.
- Proven experience balancing multiple projects requiring high attention to detail, strong organizational skills, and ability to prioritize.
- Demonstrated interpersonal skills, including collaborating with a team, working across program areas, disseminating information effectively and conflict resolution.
- Must achieve the HUD Housing Counselor Certification within the first 75 days of employment.
- Must obtain homebuyer education and homebuyer counseling certification within the agreed upon time frame.
Preferred Qualifications
- Professional and/or lived experience working with diverse communities and/or households defined as low income.
- Certified HUD Housing Counselor.
- Experience in homebuyer education and counseling, rental education and counseling or other asset programming.
- Fluent in Spanish or Somali.
Work Environment and Expectations
Physical Requirements. Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Must have the ability to walk short distances, and/or drive a vehicle. Exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. The employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading. Remote work opportunities may be available. Travel/commute locally. Occasional evenings and weekends.
