Description
The Kentucky Registry of Election Finance is an independent agency of state government, established by the Legislature to ensure fair elections by way of oversight of campaign finances. The Registry has jurisdiction over campaign finance laws for all candidates and political committees and is responsible for providing daily guidance to those individuals and entities. The agency also provides training seminars concerning campaign finance, receives copies of filing papers from County Clerks and the Secretary of State, serves as the repository for all required reports, and verifies that all receipts and expenditures comply with campaign finance statutes.

The Special Investigative Agent II will be a highly skilled member of the Registry’s staff who under statutory authority conducts administrative investigations to prevent, identify, and eliminate campaign finance violations; will draft in-depth investigative reports with recommendations to the Registry Board for possible administrative action; and performs other duties as required.

Duties and Responsibilities for the Special Investigative Agent II:
  • Conducts in-depth investigations using standard investigative and interviewing techniques. Interviews candidates, treasurers, political organization chairpersons, agency staff, citizens, and public officials to determine and analyze the facts to conclude whether or not Kentucky Revised Statute Chapter 121 has been violated.
  • Summarizes investigative findings regarding complaints filed against candidates, political organizations, or others through specialized narrative reports that include a formal recommendation as to the results of the investigation as required. Depending on the outcome of investigations and follow-up actions, may be required to testify in judicial and/or administrative hearings.
  • Prepares administrative letters to candidates and political organizations for compliance with campaign finance laws, and otherwise communicates with them to further regulatory compliance.
  • Provides information and documentation to Office of General Counsel that forms basis for delinquency actions or other administrative action.
  • Maintains current knowledge of general policy, procedures, regulations, and statutes and assists other staff sections with assuring regulatory compliance with the applicable policies, procedures, regulations, and statutes by the regulated population.
  • Performs other duties as assigned.
Preferred Knowledge/Skills/Abilities:
  • Candidate must be a graduate of a college or university with a bachelor's degree.
  • Candidate must have two years of experience in the field of investigation.
  • Proficient in Microsoft Excel, Word, PowerPoint, Outlook
  • Good problem solving, technical, and analytical abilities
  • Strong organizational skills and attention to detail
  • Strong communication skills both verbal and written
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Must have two years of experience in the field of investigation.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Additional experience in the field of investigation will substitute for the required college on a year-for- year basis. Current or prior military experience will substitute for the required college on a year for year basis. Prior military experience will only substitute if the individual received an honorable discharge, discharge under honorable conditions, or a general discharge.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must possess and maintain a valid driver's license prior to appointment in this classification. Must maintain a valid driver's license for length of employment in this classification. Employing agency is responsible for ensuring employee possesses and maintains a valid driver's license.
Working Conditions
Typical working conditions include both extensive field work in a variety of settings and normal office work. Travel throughout the state may be required to conduct interviews, perform surveillance activities and to obtain information and evidence. Interviews may be confrontational. Overnight travel and working irregular hours may be required. Working outdoors for extended periods and working in all types of weather may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
