Essential Duties and Responsibilities

  • Serves as lieutenant/shift commander for the Authority’s Office of Public Safety (OPS) with responsibility for the supervision of supplemental police services to residents and staff of the District of Columbia Housing Authority (DCHA);
  • Responsible for the deployment of police/security personnel assigned to the shift; schedules and makes assignments to staff consistent with, and in furtherance of the Authority’s Comprehensive Security Plan;
  • Insures that personnel are properly dressed, equipped and informed prior to assuming daily assignments;
  • Monitors field performance of Authority police/security personnel, building monitors and private security personnel contracted with the Authority to ensure compliance with governing laws, regulations, policies and procedures; develops in-service training for Authority police/security personnel;
  • Coordinates daily Authority police/security activity with the Metropolitan Police Department;
  • Investigates complaints generated by residents and staff regarding public safety issues; conducts continuous security needs assessments at public housing sites to evaluate manpower deployment; conducts daily intelligence gathering prior to roll call to facilitate the assignment of personnel;
  • Insures that personnel are assigned to address on-going and specific areas of concern on a daily basis; attends roll call to ensure dissemination of information and to inspect uniforms, equipment and appearance of personnel to be deployed;
  • Conducts or insures the conduct of weekly in-service training for Authority police/security personnel on pertinent issues;
  • Responds to, and acts as the Authority field commander at major crimes and incidents; conducts on-scene assessment of the office manpower commitments; alerts deployment to meet specific needs;
  • Receives and acts on resident, employee or citizen complaints regarding Authority properties or personnel; resolves complaints through personal action, deployment of personnel or referral;
  • Responsible for supervising the recruitment process for the Office of Public Safety. Such responsibility includes (1) insuring that records are maintained properly and that applications for positions are received, screened, reviewed and verified in accordance with established policy; (2) the supervision of case file preparation and documentation to support appeal hearings; (3) the development of entry-level examinations and job fairs; and (4) acting as liaison with the public, other agencies, and Authority staff;
  • Maintains a professional decorum and attitude in all dealings with residents, staff, visitors and superiors; conducts personal life in a manner that sets a positive example;
  • Maintains liaison with all law enforcement offices and related agencies to exchange information and facilitate cooperative efforts;
  • Provides any service necessary to further the mission and objectives of the Authority that are not restricted by legal or police department policy;
  • Performs other related duties as assigned.

Job Requirements

Education and/or Experience

Bachelor’s degree preferred from an accredited college or university with emphasis in public safety or other related field; and at least five years’ related law enforcement experience, to include at least two years’ experience in a law enforcement supervisory capacity (preferably) in public housing environment; or other equivalent combination of education and experience which meets the minimum qualifications requirement may be substituted.

Due to field responsibility, incumbent must possess a valid motor vehicle operator’s permit; and be able to meet DCHA requirements to be placed on DCHA’s approved driving list, within 30 days of the date of appointment to this position.

The District of Columbia Housing Authority (DCHA) conducts pre-employment screening on specified positions, which may include but is not limited to a criminal background check, drug and alcohol testing, verification of academic credentials, licenses, and certifications, and/or verification of work history.

This position has been designated by the department to require a drug and alcohol screening and background check. Finalist(s) for this position will be subject to drug and alcohol testing and will be required to consent to a pre-employment background check as a condition of employment.
