The position performs advanced (senior-level) computer systems analysis work. Work involves writing and reviewing complex SQL, review of Unix/Linux shell programming (basic knowledge) and coordinating file transfers (sftp). Interfacing with various teams, including Database Administrator (DBA) and systems teams to resolve complex issues with run performance. Works with program and policy customers to refine requirements and convert to technical specifications for the Data Analytics team. Training, motivating and guiding team on day-to-day issues. Tracking team deliverables and reporting to management. Resolving barriers for the team members and performing analysis on outgoing reports. Responsible for coordinating leave requests and ensuring coverage of duties when team members are unavailable. Works as subject matter expert regarding TIERS reporting as well as Unix/Linux batch processing and ftp services. Additionally, planning and analysis of system requirements, procedures, and problems to automate processing or to improve existing systems, designing and implementing designs using software programming languages. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions:
SQL ad-hoc report developer reporting on TIERS data to policy and program areas (25%).
Technical advisor to team, resolving questions on TIERS and YTB table references (25%).
Serves as liaison between business, DBA and systems teams as well as any other HHSC IT Social Services Applications staff to provide data relevant to reports, audits, legislative projects, policy implementation, and other decision-making needs of the agency (25%).
Oversees the assignment of tasks and monitors to ensure timely and accurate completion, based on team members’ skillset and workload bandwidth; notifies management of significant issues and provides feedback to managers on performance and suggested development (15%).
Oversees and directs the development of documents and reports produced by team members, to ensure professional quality and appearance, appropriate content, consistency, and responsiveness. (10%).

Initial Selection Criteria:
Required graduation from an accredited four-year college or university with a bachelor’s degree in computer science or related field of study and 7 years of related professional experience. Additional related work experience may substitute for the required education on a year for year basis with a maximum substitution of four (4) years.
Required 3 years of extensive knowledge of HHS automated eligibility system (TIERS).
Required experience working with state and federal laws and regulations and HHS programs policies and
procedures.
Preferred experience working professionally with a broad range of stakeholders.
Additional Information:
Applicants must be willing to work a regular Monday through Friday 8am - 5pm (CST) schedule. Applicants
must also be willing to work after hours (evenings, Saturdays, Sundays, or holidays), on occasion to complete
necessary activities including system validation and critical communications.
