The Lead Data Analyst is responsible for supporting data analytics initiatives for the Classification and Compensation division, in Human Resources. The incumbent possesses expertise in performing data analysis, pulling and compiling data from multiple systems/sources, utilizing mid-to-complex functions in Excel, and works with advanced levels of data analytics for modeling, forecasting, etc. They will work with various information systems to generate data, perform data administration, and develop and gather information for reports and summaries.

The major functions performed by the Lead Data Analyst include the management of the merit administration process, survey submission processes, and identifying/leveraging technology to manage various data sources. They work to identify and summarize key metrics that can be used to ensure organizational goals are being met.

This position is a Temporary Administrative Special Services (TASS),
funded by the American Rescue Plan Act (ARPA).

Examples of Duties

The Lead Data Analyst & Project class includes all positions whose duties are to identify and address process and project improvement opportunities within the City of Detroit. The Lead Data Analyst must possess a detailed understanding of project management fundamentals such as experience with project planning, and project implementation and delivery.

DUTIES AND RESPONSIBILITIES (Illustrative)

  • Analyzes data from a variety of sources and formats for modeling, developing metrics, and reporting.
  • Assists stakeholders in understanding generated reports, outputs, and operational interfaces, and counsels them on their use, and in finding ways to be used to improve their functionality.
  • Drives fact-based decision making, using data, at all levels within the organization.
  • Presents and communicates results of analyses concisely and effectively to ensure adoption.
  • Evaluates processes and assists in finding and implementing ideal solutions.
  • Produces summarization reports, outputs, and operational interfaces that present recommended solutions to stakeholders.
  • Responsible for Data Management best practices, quality standards and advanced Data Management activities (Acquisitions, Reorganizations, Advanced Data Setup, etc.).
  • Tracks and reports project milestones and status reports to project sponsors.
  • Documents processes and procedures to ensure continuous use of best practices.
  • Assists in the design of annual compensation planning and administers the annual merit incentive program.

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills, and/or license(s) which are required for employment in the classification. Minimum qualifications increase based on the level of the position. Note: additional qualifications (i.e. special conditions) may apply to a particular position.

Education

  • Bachelor's degree with a major in data analytics, project management, business, management, organizational development, or a related field.

Experience

  • Expert proficiency in Excel to perform moderate to complex data analysis, through various formulas and functions.
  • Two to four (2-4) years of project management and/or information systems/data analytics experience.
  • Experience working with large amounts of data, requiring excellent attention to detail and accuracy.
  • HRIS experience is a plus.
Equivalency
Equivalent combinations of education and experience may be substituted to meet the education and experience requirement of this position.
