The Human Resources Manager will be working closely with the Vice President, Human Resources in career development, coaching, and evaluating compensation and benefits, employee relations, employment law, compliance, and disciplinary and grievance issues. The Human Resources Manager ensures that Chloeta policies and procedures are followed at all times and will assist in any new procedures.


Supervisory Responsibilities:

  • Oversee daily workflow within the payroll, benefit, and recruiting department of HR
  • Perform performance evaluations and evaluating merit increases accordingly
  • Manages discipline and termination of employees in accordance with company policies and procedures
  • Review timecards and expenses

Job Classification: Full-time, exempt

Compensation: $75,000 - $85,000 per year (Chloeta reserves the right to offer any candidate above or below the listed compensation amount based on experience or business needs.)


Duties/Responsibilities:

  • Managing non-exempt and exempt professional roles, collaborates with departmental managers to understand skills and competencies required for openings.
  • Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise
  • Creating job descriptions and conducting market research and adding to merit matrix
  • Creates learning and development programs and initiatives that provide internal development opportunities for employees.
  • Review and approve weekly timecards & expenses
  • Run multistate payroll as needed
  • Assist in managing benefits as needed
  • Oversees employee disciplinary meetings, terminations, and investigations.
  • Supporting the coordination and management of meetings
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Managing merit matrix
  • Researching information as required.
  • Keeping track of weekly statistics for the HR department
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Completing any tasks assigned by the Vice President, Human Resources in an efficient and timely manner.

Required Skills and Abilities:

  • Knowledge of multi-state payroll and benefits.
  • Ability to prioritize tasks and to delegate them when appropriate.
  • Thorough knowledge of employment-related laws and regulations.
  • Experience in Service Contract Act (SCA) and Collective Bargaining Agreement (CBA).
  • Excellent interpersonal, negotiation, and conflict resolution skills.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Experience in reviewing, analyzing and developing training.
  • Expert level proficiency in Microsoft Office and other systems.
  • Highly organized and able to multitask.
  • Strong attention to detail and problem-solving skills.
  • Excellent communication skills, both verbal and written.
  • Able to work independently and as part of a team.

Required Education and Experience:

  • Required: Bachelor's degree in human resources, Business Administration, or related field
  • Required: A minimum of five years of human resource management experience
  • Required: At least five years of direct employee management
  • Preferred: SHRM-CP or SHRM- SCP or able to obtain a certification
  • Preferred: Master's degree in human resources or related field

Work Environment / Physical Requirements:

  • Prolonged periods sitting at a desk and working on a computer
  • Must be able to lift up to 15 pounds on occasion
  • This job operates in a fast-paced, collaborative environment. This role routinely uses standard office equipment such as computers, phones, etc.

Pre-employment Requirements:

This position may be contingent upon passing a security clearance, criminal background check, drug screen, Motor Vehicle Record (MVR) review, education verification, employment verification, and/or credit check after acceptance of an offer and prior to beginning work, due to the nature of the services Chloeta provides and the responsibilities of this position.


Drug and Alcohol Testing:

To enforce Chloeta’s Drug and Alcohol Testing Policy, an employee or candidate could be subject to undergoing a drug screen and/or alcohol testing at the beginning of employment, as well as after commencement of employment where there is reasonable suspicion of intoxication, or following an automobile or other accident, or as part of a company or facility-wide random drug screen process.


Fair Credit Reporting Act (FCRA):

Under the FCRA, Chloeta may request a credit check during the onboarding process. A written authorization form will be required before obtaining credit records.


Emergency Response:

Every Chloeta employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official Duty Station, and may include duties other than those specified in the employee's official Position Description (PD). Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
