SUMMARY

Under the direction of the Community Development Manager, this position manages complex and sensitive long-range and current planning projects, performs research and analysis, monitors and ensures compliance with the City’s Municipal Codes, advises City staff and others on planning related issues, serves as liaison to and performs all necessary functions in support of the Planning Commission, evaluates operations and activities with respect to current and future community planning, and attends a substantial number of evening and weekend meetings for public hearings and community education and outreach.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

● Manages applications for, and assists the public, developers, and design professionals with, a variety of current planning and land use issues including site development, zoning amendments, annexations, major and minor subdivisions, variances, and non-conforming uses.

● Reviews current planning applications for compliance with Municipal Codes, City policies, and long-range community planning goals (e.g., the City’s Comprehensive Plan), and works with applicants to find solutions to applications for compliance.

● In coordination with other City staff and external agencies, manages and guides long-range planning projects including updates and amendments to the Municipal Code, Comprehensive Plan, and intergovernmental agreements affecting land use.

● Assists and communicates directly with the public, residents, developers, design professionals, contractors, and others with questions regarding and navigation of the Municipal Codes and regulatory processes. Helps educate members of the public and other City staff on planning topics.

● Maintains records and documents of current and long-range planning processes, and prepares staff presentations, staff reports, memorandums, ordinances, resolutions, and other documents. Prepares staff reports for and makes recommendations to Planning Commission and City Council at public meetings and hearings.

· Stays up-to-date about planning topics, local government procedures and practices, and changes in state requirements regarding land use and zoning law affecting the City or surrounding growth area.

● Conducts site visits, including field evaluations and assessments in various terrain and weather conditions.

● Prepares clear and concise reports on planning topics by researching, organizing, assembling, and summarizing relevant information and data.

● Knowledge of computer programs and applications, which may include Microsoft Office suite, Adobe products, Gmail, Internet applications, Geographic Information Systems, and database management.

● Assists Community Development Manager with special projects as assigned.

● Uses appropriate and effective techniques and processes to foster inclusive community involvement in current and long-range planning.

● Knowledge of, experience in, or desire to learn about floodplain and/or stormwater planning and management.

● Other duties may be assigned depending on skill set, such as:

o Updates to City webpages for all departments.

● Reading comprehension to understand technical and legal materials.

● Ability to read and interpret maps, site plans, surveys, plats, engineering and architectural plans, and other technical documents.

● Effective written and verbal communication skills both one-on-one and in group and public settings, including the ability to communicate complex topics using accessible language.

● Must possess a valid driver’s license.

● Will be required to successfully pass a background check and pre-employment drug test.

EDUCATION and/or EXPERIENCE

● A Bachelor’s Degree (Master’s Preferred) in Urban and Regional Planning, Rural or Land Use Planning, Planning and Urban Design, Environmental Policy and Planning, Geography, or another planning-related field. Five years equivalent experience demonstrating progressive responsibility will be considered in the absence of a degree.

● Certified Planner (AICP) or AICP Candidate status preferred but not required.

LANGUAGE SKILLS

● Proficient in English.

● Other languages helpful.

Job Type: Full-time

Pay: $60,000.00 - $80,000.00 per year
