SUMMARY

The City of Delta is seeking a dynamic Building Official who will be under general supervision of the Community Development Manager and perform a variety of administrative, technical, professional and supervisory work in the administration and enforcement of the City’s building and related codes.

This is a full time position with benefits. This position will be hired through the City of Delta but may serve neighboring jurisdictions through intergovernmental agreements.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Reviews building plans for compliance with adopted regulations.
  • Administers and enforces currently adopted building, mechanical, fuel gas, plumbing, energy conservation, existing building, swimming pool and spa, fire safety, and manufactured structures codes.
  • Gives information to builders, contractors and the public regarding regulations and specifications
  • Investigates problems and complaints regarding buildings, building construction and code compliance.
  • Responds to complex and sensitive building issues; prepares reports, presents, and meets with city boards and commissions as needed.
  • Prepares a variety of professional reports; prepares proposed revisions to codes and local regulations.
  • Continuously improves process and procedure to increase efficiency and effectiveness; performs other duties or a similar or related level and managers or assists with special projects as necessary or assigned.
  • Supervise: inspections for residential, commercial and industrial buildings and structures to assure compliance with codes and ordinances
  • Inspections of existing buildings to determine hazardous conditions, structural failures
  • Inspections of buildings prior to and after moving.
  • Inspections of electrical and mechanical work.
  • Preparation of reports of inspections made.
  • Inspection processes.
  • Coordinate with other City staff in: assessing fees, issuing permits, performing site development review and other zoning or land use regulations as they apply to building matters, code enforcement.

SUPERVISORY RESPONSIBILITIES

Direct supervision of the Building Inspector

QUALIFICATIONS

Knowledge of:

  • Building and other adopted International Code Council codes.
  • Relevant Federal, state and local regulations.
  • Current construction materials and methods.
  • Political processes and how to gracefully navigate them.
  • Modern office methods, equipment, and technology.
  • The International Fire Code is helpful.
  • Development review, land use review, and zoning codes is helpful.
  • Floodplain administration is helpful.

Ability to:

  • Collaborate and advocate between staff, customers, the general public and elected officials.
  • Think strategically and critically - define problems, collect data, establish facts and draw valid conclusions and solutions.
  • Communicate effectively verbally and in writing.
  • Read and understand building/construction plans and specifications accurately and effectively.
  • Establish and maintain effective working relationships with employees, officials and the public.
  • Conduct research and write reports.
  • Perform moderate physical work and to lift up to 50 pounds and carry up to 25 pounds.
  • Stand, walk, sit, climb, bend, kneel, crawl, twist, push, pull, grasp, pick and perform similar body movements.
  • Talk and hear in person and by telephone and to hear malfunctions of equipment; ability to see and read instructions and to observe conditions of buildings.
  • Possess hand/eye/foot coordination adequate to use computer, drive an automobile, and perform onsite inspections.
  • Communicate in English, other languages are helpful.

EDUCATION AND EXPERIENCE

  • High school diploma.
  • Minimum of four years of experience in any combination of general construction, plan review, building inspections, building technology, construction management, or similar experience from building trades which has provided related experience.

SPECIAL REQUIREMENTS

  • Possess a valid driver’s license
  • Must pass a background screen and a pre-employment drug screen
  • 2 or more International Code Council certifications, prefer Building Plans Examiner and Commercial Building Inspector; Certified Building Official may be required if hired
  • Journeyman license or master electrician helpful
