Duties

• Certification of payment and collection documents, and oversees accounting transactions, reports, and accounting systems used in paying contract obligations for a large Department of Defense health care program.
• Responsible for the certification of payment documents that have been prepared by the Accounting Technicians.
• Review includes the auditing of documentation for a valid invoice, obligating document, appropriate certifications, dollar accuracy, and proper coding for input into the accounting system.
• Validates and assists in the compilation of audit assertion package documentation.
• Responsible for the development, maintenance, and execution of an internal financial audit plan for the Contract Resource Management to include the processes, the accounting system, and accounting feeder systems.
• Provides guidance to Defense Health Agency entities and contractors concerning the financial procedures associated with changes to the TRICARE program originating from Congressional inputs and internal requirements.

• A Financial Management Certification Level II is required within 24 months of employment.
