Description
The Kentucky Horse Racing Commission (KHRC) is an independent agency of state government charged with regulating the conduct of horse racing and pari-mutuel wagering on horse racing and related activities within the Commonwealth of Kentucky. The KHRC is a leader in the welfare of horse and rider and the safety and integrity of horse racing.

We are looking for a Investigator III to join our team of highly skilled professionals. As a Investigator III you will Coordinates the work of a group of investigators and under provisions of KRS 446.010(31) and KRS Chapter 431. Performs professional level work in the investigation and enforcement of Kentucky and/or federal laws, including Kentucky and/or Federal laws as they pertain to horse racing in the Commonwealth of Kentucky per 810 KAR 2:010, Section 5.

Responsibilities include, but are not limited to, the following:
  • Coordinates and reviews the work of a group of investigators. Conducts the most complex investigations involving search, surveillance, and apprehension of persons suspected of violating state racing laws and regulations, as well as federal regulations set forth by the national Horseracing Integrity and Safety Act (HISA).
  • Cooperates with members of track security and state and local police in conducting backside security checks at the racetracks and at training centers throughout the state.
  • Testifies and presents evidence before state Stewards hearings, as well as state and federal criminal and civil courts, as needed.
  • Investigates and performs background checks on any person on association grounds or any license applicant whose conduct or reputation reflects on the honesty and integrity of racing or interferes with the orderly conduct of racing.
  • Searches for physical evidence, seizes contraband, completes investigations and prepares affidavits when required.
  • Coordinates with Licensing Division regarding the investigation of the truth of statements made on license applications.
  • Performs other duties as assigned.
Should be willing to travel, including some overnight stays, and be willing to work on weekends and holidays. Work is typically performed outdoors in horse barns and at racetracks in various counties throughout the Commonwealth (Jefferson, Fayette, Boone, Simpson, Henderson, Christian, Boyd). Incumbent will be exposed to dangers and hazards associated with working around horses and racetracks. Should be able to bend, stoop, climb, lift and stand for extended periods.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Must have four years experience in the field of investigative law enforcement or a related field of investigation.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Experience as a sworn law enforcement officer will substitute for the required education on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must possess a valid driver's license prior to appointment in this classification. Must be 21 years of age. Employees in this classification are subject to the provisions of KRS Chapter 15 and 503 KAR 1:140 relating to peace officer certification as administered by the Kentucky Law Enforcement Council. Working Conditions
May work irregular hours due to nature of investigative work. Will be required to travel in the course of investigations. Works in all types of weather.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
