HDR is currently looking for a Principal Consultant in Central Texas with experience providing services to clients that support executive and management level decision making. These advisory services are the “value add” perspective and tactical approach that demonstrates HDR’s insight and understanding of the challenges facing our clients. Experience in providing the greatest opportunity to provide leadership and support in organizational consulting, strategic planning, and project and program management. Emphasis should be in the following service areas:

  • Policy development
  • Strategic planning and program development
  • Innovative financial strategies and funding options
  • Governmental Affairs and legislative strategy development
  • Coalition development and group facilitation
  • Administration and interagency collaboration
  • Stakeholder engagement
  • Grant Strategy
  • Project implementation and program management strategy

Primary Responsibilities:

  • Build on strong relationships with public sector clients at the various levels of government, helping to identify, pursue and capture identified pursuits.
  • Research and assist in evaluating potential funding sources and program requirements and assist in the development of program development and implementation strategies for transportation projects and short and long-range capital improvement programs for the various phases of the project lifecycle—planning, design, construction and operations and maintenance.
  • Assist in the identifying projects that would be competitive for grant programs included in the Infrastructure Investment and Jobs Act (IIJA) and assist in writing grant applications.
  • Assist in developing policy approaches and related program implementation guidelines and strategies
  • Assist in developing and evaluating alternative project delivery options.
  • Supporting studies involving analysis of program delivery options for infrastructure projects.
  • Supporting the development of solutions to address economic, financial, and policy issues impacting infrastructure.
  • Coordinating with diverse project teams (internal and external) for data collection, project development, and technical analysis
  • Researching and writing reports
  • Prepare client presentations
  • Supporting marketing of advisory services consulting services to transportation clients nationally
  • Represent HDR with various national, regional, and local organizations to increase HDR’s profile among potential and existing clients
  • Monitor trends in the industry, changes in national, state, and local policies in addition to funding and financing development opportunities.
Qualifications


Required Qualifications:

  • Minimum of bachelor’s degree in Planning, Economics, Public Finance, Business or related field, required.
  • A minimum of 15 years of relevant experience with executive management and advisory services in transportation policy and program development with an emphasis on understanding and assisting in the development of strategic plans, project implementation and program management strategies, annual budgets, and capital improvement plans for State or municipal governments, transit agencies, State Departments of Transportation, and/or Metropolitan Planning Organizations.
  • Extensive experience with governmental affairs preferred.
  • Willingness to participate and take leadership roles in professional and industry organizations.
  • Excellent knowledge of Microsoft Word and PowerPoint is required.
  • Ability to lead or support large strategic pursuits and communication teams.
  • Ability to take part in business development and marketing activities required.
  • Well-developed analytical, organizational, interpersonal and written communication skills.
  • Good communication skills and willingness to work in a team environment.
  • Position requires an individual with the ability to interact with clients.
  • An attitude and commitment to being an active participant in our employee-owned culture is a must.

Preferred Qualifications:

  • Master’s degree preferred in Planning, Public Administration, Public Finance, Business, or related field.
  • Public-Private Partnership knowledge or experience.
  • Preference given to local candidates
