Duties and Responsibilities
- ** Provides human resources support services for the college's departments, programs and extramural projects for faculty, staff, executives, instructional & research graduate assistants, lecturers, non-compensated appointments, casual & overload appts.
- ** Reviews and audits personnel actions and executes payroll documents including Payroll Notification Forms (PNFs) and Form 6s for departments, programs & extramural projects in the college, incl. Social Science Research Institute (SSRI), in a timely manner.
- ** Reviews new appointments, salary changes, leaves with/without pay, separations & other actions requiring payroll notification. Provides for the final analytical & technical review of regulatory & procedural aspects of the proposed personnel action.
- ** Assists in interpreting union contractual provisions, University and Board policies, rules and regulations and provides factual information.
- ** Investigates, analyzes and recommends solutions or alternatives in resolving personnel issues.
- ** Works independently with fiscal and administrative officers of other units and system-wide offices to resolve personnel problems that arise.
- ** Assists with New Hire Orientation for the college's new employees.
- ** Assists with in-house training of college support staff on items relating to personnel processes and procedures, such as on-boarding, Employer-Union Trust Fund (EUTF), tuberculosis clearance, I-9, etc.
- ** Reviews, evaluates and posts departmental position advertisements to ensure conformance to established minimum/desirable qualifications, duties and responsibilities, and posting requirements.
- ** Ensures the content and maintenance of personnel records are in conformance and compliance with university and state requirements. Conducts timely follow up for required documents.
- ** Reviews offer letters and hiring requests for graduate assistants to ensure conformance with requirements.
- ** Serves as a resource for college administrative support staff for matters including hiring processes, employee benefits, changes/updates to employee data and employee inquiries.
- ** Maintains, updates and utilizes the college's tickler list to ensure timely execution of personnel actions.
- ** Monitors Page Center to ensure timely dissemination of system generated PNFs, lecturer terminations, and other reports.
- ** Uses a variety of references and guides such as the various collective bargaining agreements, administrative policies of the University, PeopleSoft tables and guidelines, and applicable State of Hawaii Statutes to accomplish the review.
- ** Assists in the update and maintenance of the college's lecturer pool list, including advertising and reviewing requests for additions and deletions.
- ** Monitors lecturer credit load records and alerts supervisor as situations arise for compliance with collective bargaining and other procedural requirements.
- Serves as a College Notary Public for government employment documents, such as beneficiary forms.
- ** Assures on-line leave systems and records are in compliance with state and university guidelines and procedures.
- ** Manages Timesheet and Payment Systems (TAPS) to ensure proper and timely payments to employees.
- ** Analyzes, revises and implements internal control procedures for management of personnel records & data and ensures the college's human resources data practices are in compliance with the university's data governance policies.
- ** Updates and maintains internal college logs and personnel records.
- ** Ensures that personnel documents such as EUTF enrollment/changes/termination, vacation/sick leave payment/reporting Form G-2, Employees' Retirement System (ERS) enrollment Forms, beneficiary forms, etc. are executed and processed in a timely manner.
- ** Responds to employment verification requests and other inquiries from University Housing Office, governmental agencies, financial institutions and business firms over the telephone or by written requests.
- ** Verifies employment history for service awards, coordinates ordering of service and retirement awards and certificates.
- ** Establishes and maintains effective liaison with personnel in various agencies such as the EUTF, Dept. of Labor & Industrial Relations, ERS, UH Payroll, and UH Office of Human Resources.
- Provides assistance on special projects relating to salary adjustments, tenure, promotion, benefits, recruitment, etc, or other legislative requests.

Minimum Qualifications
- Possession of a baccalaureate degree in human resources management, business administration, education, or related field and 0year(s) of progressively responsible professional experience with responsibilities for human resources management; or equivalent education/training or experience.
- Functional knowledge of principles, practices and techniques in human resources management demonstrated by knowledge, understanding and ability to apply concepts, terminology.
- Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with human resources management.
- Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the human resources management.
- Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
- Demonstrated ability to operate a personal computer and apply word processing software.
- Ability to work in a large organizational setting, with multiple departments and programs.
- Ability to use spreadsheet software, such as Excel.
- Evidence of being highly organized, able to work under pressure with frequent interruptions, and remain flexible in multi-tasking several concurrent assignments with competing deadlines.
- Excellent oral, written, interpersonal, and customer-service skills.
- Demonstrated ability to apply tact and diplomacy in working with employees and confidential/sensitive information.
- Demonstrated ability to follow oral and written instructions.
- Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Desirable Qualifications
- Knowledge of University and State of Hawaii policies, procedures and laws for personnel administration.
- Prior experience working in a higher education environment.
- Familiarity with UH on-line personnel systems(s).
