Lao Family Community Development, Inc. (LFCD) is a community development non-profit agency established in the City of Richmond in Contra Costa County in 1980. Today Lao Family has expanded its operations and service footprint to two additional counties including Alameda and Sacramento. LFCD's headquarter office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides both community development real estate facilities and a diverse array of the workforce, education, and human services that directly support predominantly low-income US-born high-barrier families and individuals, refugees, immigrants, transitional age youth, seniors, and other special populations such as individuals with disabilities.


Job Summary: LFCD is seeking a qualified VESL (Vocational English as a Second Language) instructor who holds a valid California Teaching Credential to serve Alameda County’s non-English or Limited English Proficiency CalWORKs (California Work Opportunity and Responsibility to Kids, RCA (Refugee Cash Assistance), GA (General Assistance), CalFresh (formerly known as Food Stamps) recipients, and low-income individuals, by teaching VESL skills based on SPL (Support for Personalized Learning) and MELT (Models of Engaged Learning and Teaching) curriculums. Additionally, the instructor will provide basic computer skills training and workplace readiness workshops. This position requires multi-level VESL classroom training and pre-employment services to assist students with their immediate needs. The instructor will also coordinate with the employment department to offer pre-employment and job search-related workshops. The class provides an open-entry, open-exit schedule, and can accommodate up to 30 students. The VESL Instructor reports to the Program Coordinator and will be stationed at our Oakland Headquarters location.


Roles and Responsibilities:

  • Develop VESL lesson plans that empower multi-level non-English and Limited English Proficiency adult students to reach their employment/career goals. The lesson plans shall include basic computer skills training and workplace readiness workshops component, creating visual aids, assigning homework, and sharing a list of resources such as apps or educational websites.
  • Collaborate with local businesses, job training programs, and educational institutions to organize field trips for participants to allow them to practice the language and job skills that they learned in the classroom and workshops in real-world settings, learn about potential employment and career options, and gain experience using public transportation systems.
  • Conduct orientation and facilitate assessment; provide basic case management, conduct regular follow-ups with students to motivate them and track and record their attendance and submit their monthly attendance to the employment team
  • Coordinate and collaborate with the employment teams, job training programs, and educational institutions to recommend potential candidates for job openings and to receive other training and educational services.
  • Generate and submit a monthly class activities report to the Director of Programs and/or Program Supervisor.
  • Support the agency’s goal to become Commission on Accreditation of Rehabilitation Facilities (CARF) accredited and help the agency accomplish goals and objectives from its strategic plan.
  • Other duties as assigned.

Requirements and Qualifications

  • A Bachelor’s degree or equivalent is required in education; TOEFL certification is desirable; bilingual in any language is preferred; must have at least 1 year of experience teaching adult students on multi-level course planning.
  • Demonstrated knowledge of VESL instructional methodology.
  • Work effectively under pressure and able to work well in a team environment.
  • Must have a flexible schedule and be willing to work on some evenings and weekends.
  • Proficient computer skills in MS Word, Excel, PowerPoint, database management, and Internet Explorer
  • Must have a valid California Driver's License, clean DMV record, and proof of current auto insurance and registration; must pass a background check.
  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit and work on the computer; use hands to handle or feel and talk or hear; moving objects up to 25 pounds.

Compensation: Salary is based on experience and education.
