CLASS TITLE: Administrative Director of Exceptional Children Services, Preschool and Mental Health
REPORTS TO: Superintendent
FUNCTION: Ensures compliance of the District’s programs in the areas of Mental Health, Special Education and Preschool. Ensures that those students are given the opportunity of an appropriate instructional experience.
DUTIES: Contributes to the development of the total school philosophy of education.
Recommends new programs essential to the needs of exceptional children.
Keeps informed of all legal requirements governing exceptional education.
Provides leadership in developing improved understanding of existing programs.
Develops and initiates survey programs for continuous identification of exceptional children.
Provides input to all District on exceptional education classroom programs.
Monitors existing programs and recommends changes and additions as needed.
Establishes and supervises procedures for assessment, placement, evaluation, assignment and reappraisal of students with regard to the exceptional education services program
Coordinates and investigates District complaints and
grievances.
Develops procedures for referral, securing necessary
professional reports, psychological examination and
placement.
In collaboration with the District’s Administrative Director of Student Accounting, Support Services and Administration, coordinates home instruction for homebound or hospitalized students.
Advises District Administrators, as needed, about evaluating personnel serving in the exceptional education program.
Is responsible for creating, compiling, maintaining and filing all reports, records and other documents legally required or administratively useful.
Assists teacher in developing and maintaining complete and cumulative individual records of all children receiving exceptional education services or enrolled in exceptional classes.
Analyses and monitors exceptional children’s data
throughout the District.
Coordinates with the Transportation Department, transportation needs of all children placed in exceptional/preschool classes.
Assists in the development and coordination of sections of the budget that pertain to exceptional/preschool education and provides expenditure control on established budgets for exceptional/preschool education.
Monitors financial aid for exceptional children and plans programs to provide maximum service for the available financing.
Interprets the objectives and programs of the exceptional education services to the Board, the administration, the staff,
and the public at large.
Collaborates with District Administration in the evaluation of the exceptional/preschool education program, curriculum, procedures and individual student’s needs and achievements and recommends changes as needed.
Makes home visits and/or consults with parents of students enrolled in exceptional education programs as needed to gain full understanding and support of program.
Monitors the development of Individual Education Plans for exceptional education students throughout the District.
Assumes responsibility for own professional growth and development, for keeping current with the literature, new research findings and improved techniques and for attending appropriate professional meetings and conventions.
Contacts and works with related private and public agencies
as necessary to coordinate, appropriately place and schedule complete unduplicated services for each student to comply with Federal, State and local laws and regulations.
Assists in planning and delivery of appropriate professional development.
Coordinates programs for exceptional students with all other programs to provide Free and Appropriate Public Education Act.
Provides instructional, curriculum and assessment support to
exceptional children programs, services and classrooms.
Assists in monitoring the professional needs of personnel in
the area of exceptional children.
Serves as member of the Superintendent’s cabinet.
Performs other duties as may be requested by the Superintendent.
Ability to lift up to 25 pounds.
Education and EXPERIENCE: Holds a valid appropriate Kentucky certificate for Director of Special Education.
Have five years of successful teaching and/or administrative experience in special education.
Is thoroughly knowledgeable of Individuals with disability
education as amended and all administrative regulations associated with it.
Has demonstrated an ability to work with parents and staff.
