Department: Engineering
Reports to: City Engineer
Status: Full-time (80 hours), Classified, Non-Exempt
Pay Grade: PM-5 ($36.7225 - $55.0836)
Normal Working Hours: Monday – Friday, 7:30 A.M. to 4:30 P.M. (Variable)

Job Summary: Under the general supervision of the City Engineer, is responsible for performing intermediate to advanced civil engineering work and related duties as required. This is an engineering position with emphasis on project management, construction administration, detailed design and plan review. Manages and/or assists in the planning, design and construction of capital improvement projects.

The City of Wadsworth is a unique community for a city of 24,000 residents due to the robust service offerings including water (distribution and treatment), sewer (collection and treatment), storm water, parks, sanitation, electric (distribution & traffic signals), and communications (internet, cable, & phone). The engineering department oversees or assists with the capital improvement projects for these service areas as well as coordinates an annual $1M street improvement program. All city departments’ work together to create “A Service Unmatched” for our customers.

Essential Duties and Responsibilities:

  • Manages the planning, design, and construction of capital improvement projects by coordinating resources and cross functional teams, including outside consultants to meet objectives. Ensures work is carried out per project plan on time and within the specified budget. Plans short-term objectives, budgets and schedules for each project.
  • Manages procurement and administration of outside professional consultants, including developing consultant short lists and Request for Proposals, review of consultant proposals, and recommending award of consultant contracts.
  • Analyzes data and processes to maintain the time line and integrity/quality assurance of current projects. Utilizes problem analysis and problem-solving skills, evaluating all feasible alternatives and recommending best solutions/ courses of action to meet current project objectives and to identify potential new projects.
  • Builds and maintains good public relations with residents and area businesses throughout a project’s life cycle.
  • Administration of a variety of public improvement projects including, preliminary and final cost estimates, preparing bid documentation and procuring bids, conducting field investigations, coordinating with other agencies.
  • Participates and assists in the design, development and completion of public infrastructure improvement plans including the coordination and preparation of contract documentation and legislation.
  • Supervises and/or assists in managing other engineering staff, engineering technicians, and/or interns.
  • Responsible for managing multiple projects at a time, and is functionally responsible for the people related to each project from within the department and cross functions throughout the City.

  • Knowledge of the theory and principles of civil engineering; modern methods and techniques used in the design and construction of public infrastructure projects
  • Knowledge of or ability to learn modern techniques for treating water and wastes; structural design; hydraulics and hydrology; transportation and other types of capital improvement projects.
  • Knowledge of design techniques, tools and principles in the development of plans, drawings and specifications.
  • Ability to make decisions recognizing established engineering practices and procedures; prepare comprehensive technical reports; write and speak effectively.
  • Ability to develop and maintain effective working relationships with associates, government officials, contractors, engineers, property owners, and the general public
  • Knowledge of or the ability to learn how to apply for and administer all types of grants.
  • Must be able to negotiate rough terrain and climb in and out of trenches and excavations.
  • Ability to consider the costs and benefits of potential actions and to choose the most appropriate option.
  • Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Identify complex problems and review related information to develop and evaluate options and implement solutions.

Minimum Qualifications for Employment (Civil Engineer III):

  • Possession of a Bachelor’s degree in Civil Engineering or closely related field and at least three (7) years of experience in civil engineering.
  • Current State of Ohio Professional Engineer’s License and at least three (3) years working as a licensed professional engineer.
  • Possession of a valid State of Ohio Motor Vehicle Operator’s License and to remain insurable under the city’s vehicle insurance policy and have an acceptable driving record as deemed by the City of Wadsworth.

Preferred Qualifications (Civil Engineer III):

  • Current State of Ohio Professional Engineer’s License and ten (10) years of experience as an engineer.
  • Project Management Experience for a municipal organization
  • Experience with infrastructure construction projects

Special Information:

Employment is contingent upon the successful completion of a criminal background check, employment reference checks, a physical examination and a pre-employment drug screen. The final applicant will be required to submit to urinalysis prior to the appointment to test for illegal drug use. An applicant with a positive test will not be appointed to the position.
